leader isn't ruler, leader is what people want, ruler is what people have to accept and obey.
And there is no strict definition of "anarchy" but so many ways to interpret it.

Yep, states are just jokes, no one can rule well a huge group of people.
+ The leader has to be constantly challenged by others to proove he's still the leader others want, not elected because of words he does not even have to apply and not being removable...

Yep, but no one rules millions of people in nature, that places leaders close to followers, which make it viable.
