Виходячи зі звіту, Українські націоналісти на початковому етапі Другої світової намагалися співпрацювати саме з Німеччиною, а не з нацистської партією. З останньою не склалося через різницю в цілях та ідеології обох сторін. Зокрема в документі підкреслено відсутність расизму та антисемітизму в ідеології ОУН. Деяким сучасним західним дослідникам досі далеко до розуміння проблеми продемонстрованого американськими розвідниками понад півстоліття тому. автор
