It's actually a thing they did for an insurance advertising campaign, you can spot a #LIFE on the side of the submarine.
They actually built it in the heart of Milan's center, with Fireguards, Police, Ambulances, the Submarine's Crew getting out of it, and everything you need to make it look real. Very well done.
(Milan has a certain fame for the "navigli", canals which used to be all around the city, used for transporting raw goods for the city from the sea and back, and most of all for bringing to the city the stone needed for the cathedral. These canals were eventually covered up in recent days, mainly for land-transport reasons, and streets were built above them. They still flow below the city, so the ad made it seem the submarine came from there, breaking through the street in its way up)
